The man who gave the undermentioned informatiɔn was brought to my office at 14.30 hours to-day (23/3/20) by

*Three days og) I was informed at my office, TAI-
ZANO, 20 G8 district, by one of my men who is a Holo end a
native of Cheong žai village, Bim when district, that a geng of 28 Firates had completed arrangements for a contemplated
zirao, on a steamer running out of Shanghai: The final
arrangements were made at FAB LO ORG. These men (pirater)
samo 13 Hong Kong by native orafte, possibly by fishing boats
they did not came together, but in small batches. It is also
unknown where they stayed while in Bong Kong or by what ship,
(whether they all went by the same ship or not) to shanghai.
Their movements were kept very ees et in view of the reverse
